杨集东：让三校学生可直升就读 申办丽泽国民型中学

（槟城28日讯）继日新小学、槟华小学、恒毅小学、中华小学、圣心小学、协和小学、菩提小学之后，丽泽三校董事议决，向教育部申办具有华族特色的“丽泽国民型改制中学”。
丽泽社校友会主席拿督杨集东受访时表示，董事会不要求学校一开始，就定位在1000名的大型或2000名的特大型国民型中学。
“重要的是传承丽泽先贤办校理念，让丽泽一如日新、恒毅等小学拥有属于学校的直属国民型中学。”
他表示，结合丽泽三校的学生资源，堪称市区内最大型的小学，加上市区内的各微型小学现有的学生资源和五条路社区学子对国民型中学长期供不应求，被迫到国中升学的情况，绝对是申办国民型中学的基本条件。
其中一所迁往郊区
董事会初步的意愿，就是把丽泽现有的A校、B校和分校的其中一所迁往郊区，把三校的学生资源集合在一所小学，空出的学校可以充作国民型中学用途。“如果学生来源增加，要扩大中学的版图，未来可以向市政局申请让出后面的足球场。”他说，董事会先等待教育部的建校批准后，余下的建校资金相信会水到渠成。
陈亚才：先解决申办问题
校友会总务陈亚才表示，当初前彭加兰哥打区州议员李学徳提议在五条路建立一所国民型中学，目前先解决申办的问题，细则方面预料会在丽泽庆祝创校88周年庆后再谈。
温子开：教育应百花齐放
董事会副主席拿督温子开希望国家在朝向经济繁荣时期，教育也应该百花齐放。

多了“丽泽国民型中学”不算多，全国国民型华文中学校长理事会主席吴文宝受访时表示欢迎，“如果申办成功更好”。
目前，全马共有78所改制的国民型中学，槟州占了10所即槟城钟灵中学、北海钟灵、日新、槟华、恒毅、中华、协和、柑仔园修道院、菩提和圣心。
他说，或许民众对槟城一个不大的地方就拥有多达10所国民型中学感到讶异，但每年考不上国民型中学的华裔学子却不少，“多了丽泽国民型中学不会带来恶性竞争力，反而因处于市区绝佳的地理环境，可为这一区各华小生及微小带来生机和转机。
他表示，当初为了吸引学生入读微型小学，槟州教育局打出“微小全数直升恒中”的号召，不过，碍于与微小到恒毅中学的路途有一段距离，家长避免缴付学生车费，宁取邻近的国中舍弃恒毅中学，造就微小在多年来收生方面并没有显著的效果。

他说，一般上的小学，学生都介于400人至500人，丽泽三校学生总数有600人，就算其中一间学校改成中学，相信另两间学校的空间仍然足以容纳600名学生。
他是出席丽泽三校教师节联欢宴致词时提及，事后被记者询及时，如是指出。他表示，董事部会尽快向教育局作出申请。

I have just attended one of their sessions at Marriott, Santa Clara.
The turn-out was good. About 200 Malaysians living in the Bay Area
attended this event hoping to hear what they have to offer.
Not surprising the event was a letdown. Talent Corp. sent amateurs to
speak on behalf of Johan Merican, whom was nowhere to be found. The
speaker was a young kid, Hidayat, who was very proud to tell the
audience that there is nothing wrong with our Malaysian education
system, because he graduated from MIT.. Let me say that that this kid
was so naive, speaks poor English, has no business acumen, lacks any
respect for Malaysian professionals/audience, and completely has no
understanding of American business etiquette.
For someone who claims to be MIT graduate and used to work overseas as
a consultant — he definitely did not possess any quality whatsoever.
He failed to mention that he just spent just few years completing his
undergraduate degree here in the US, and have never lived or worked
in America. Real life work experience has no substitute.
Being a graduate from MIT does not qualify him to talk down on
professionals like us here in the Bay Area. He was utterly
disrespectful. It was shameful to see such an individual addressing
the audience.
During the Q & A session was not able to substantiate his slide
presentation. For instance, one of the benefits for luring back
Malaysians abroad is by extending 15% income tax reduction, giving two
cars, furniture, and so on. When asked if he really thought it is a
competitive package as opposed to other countries. He honestly
believed it was, without citing any examples or comparisons. This kid
is so arrogant and insisted what the government says is for the good
of all.
When our fellow Malaysians asked about what the government was doing
about immigration-laws, such as dual-citizenship, spouses able to find
jobs in Malaysia, education for the children, insurance, diversity and
inclusiveness, and so on — this ‘prick’ Hidayat was lost for words,
nothing to say.

Khir Toyo trial: Bungalow, land sold to Ditamas for RM6.5mil, court hears

SHAH ALAM: The first day of the corruption trial of former Selangor Mentri Besar Dr Mohamad Khir Toyo heard that the two plots of land and bungalow located in Section 7 here were sold for RM6.5mil to Ditamas Sdn Bhd director Shamsuddin Hayroni.
The owner, Saiful Azmir Shahabuddin, a CEO of Sykt Permodalan Kebangsaan Bhd, said he sold his properties to Ditamas in December 2004, after they agreed on the price. He said he had initially asked for RM7mil.
Saiful, however, agreed with Dr Khir's lawyer M. Athimulan that based on the transfer of ownership agreement, the amount recorded was RM5mil, and not RM6.5mil.
The witness bought the two plots of land for RM1.3mil in 1995 and 1996. He then built a 15,000 sq ft bungalow, with a garage fit for four cars, a swimming pool, gazebo, fish pond, jogging track and extensive landscape.
Dr Khir has been charged with accepting two land lots for RM3.5mil when the said lots were bought by Shamsuddin for RM6.5mil.
He is alleged to have accepted the two lots from Shamsuddin on May 29, 2007.
Meanwhile, Shamsuddin, initially charged with abetting Dr Khir but against whom the charges were dropped Monday, has turned prosecution witness.
Hearing continues in the afternoon, with Shamsuddin testifying.

政府已決定自7月1日至18日為滯留國內的非法移民展開一項特赦行動，讓200萬符合條件的非法外勞成為合法外勞，這是一項浩大的工程，也是我國基層勞動力大洗牌，至於相關詳情，有待外勞內閣特別委員會開會研擬。這項特赦非法外勞行動的目的除了遏止日趨猖獗的人口販賣活動外，也在厘清一些外勞中介公司藉機處理非法外勞問題，而向雇主收取額外的款項。
勞動與資本是生產活動的兩大要素。在我國經濟開始步入工業化的初期，由於本身處於資本不足狀況，須藉引進外資來增進本地民眾的就業機會。不過，在國人克勤克儉的努力下，最近10年除了金融風暴短暫的衝擊外，成長平均都在5至6%左右，同時民間儲蓄率也在逐步增長；但相比之下，勞動力卻相對不足，因而面臨著對外投資及引進外勞的取捨。事實上，我國較多是採取引進印、菲、泰等外勞政策，同時也開放廠商到國外投資，但迄今並沒有克服我國經濟轉型的問題。認真檢討起來，外勞是很重要的關鍵。
目前服務、製造、建築、種植等產業確實須投入大量勞動力，這是所謂的“勞力密集產業”，自動化機器的替代作用有其局限，倘若要維持在國內生產，就不能不引進外勞。可是，外勞對我國勞工的就業機會畢竟會產生相當大的排擠作用。前不久政府公佈的2月份就業統計資料，國內失業人數達32萬8千人，失業率2.9%，全年預測是3至3.5%；雖說這是經濟景氣欠佳的反映，但也不能排除這與外勞局部排擠了國人的就業機會有關。過度依賴外勞，將間接對經濟成長產生不良影響：一是在外勞的競爭下，國內勞動工資不易上升，打擊工作意願；二是外勞的收入大部份都供匯出，在本地消費不多，有壓抑內需的效應。這兩者都對經濟成長構成不利的影響。正因為如此，開放外勞人數愈多，我國的每年經濟成長率就每下愈況。如今政府即將宣佈非法外勞特赦期限，換言之，只要每個滯留本地的非法外勞繳納300令吉罰款及3千500令吉費用，其中包括人頭稅、醫藥檢驗費、生物指紋身份證等，他們可以就地合法，將直接衝擊本地就業市場。更重要的是，對非法外勞就地合法的措施也可能成為影響經濟成長的因素：
首先，我國是小規模的經濟體，雖在經濟發展過程中，或許免不了需引進一些外勞，但在人數上仍須加以管制，且就地合法也應考慮其所可能引起的效果。即將來臨的年代是高科技的年代，且科技產品在貿易上的比重愈來愈高；可是，高科技產業的種類頗多，以大馬的經濟規模，根本不可能樣樣都去推動發展，而須謹慎地篩選、抉擇，才有機會塑造我國經濟的新面貌。這當然需要有所規劃，且依此規劃來衡酌外勞的政策。企業留在本地的真意不是生產企業在國內不斷地擴充，主要應是生產企業不斷地更新；在此更新過程中，所需人力素質及其結構都會隨之而改變。
其次，非法外勞就地合法必然會增加國內業者的經濟負擔，為免於圖利少數之嫌，當局應開放雇主直接向政府相關單位申請，或協助將非法外勞轉變為合法外勞，而不應交由外勞中介公司介入。
再次，拖延經濟轉型的時機。廠商引進外勞的主要利益是繼續生產低工資產品，就正如往昔利用令吉貶值以維繫出口業績一樣，勉強利用舊設備也能出口，就忽略了更新設備的迫切性，乃至根本朝產業升級的方向努力；但除非不斷引進外勞，否則在競爭極其劇烈的全球市場中，早晚都會遭遇到被淘汰的命運。尤其步入1990年代之後，產業經濟開始面臨著必須轉型的壓力；現在如不能及時完全升級的任務，在步入21世紀的第二個10年，我國與其他新興工業國家相競爭的能力就要面對考驗了。
在上述情形下，如將非法外勞就地合法常規化，就要儘量避免它所可能引起的副作用，並且擬定長遠的外勞政策。（星洲日報／社論）

目前服務、製造、建築、種植等產業確實須投入大量勞動力，這是所謂的“勞力密集產業”，自動化機器的替代作用有其局限，倘若要維持在國內生產，就不能不引進外勞。可是，外勞對我國勞工的就業機會畢竟會產生相當大的排擠作用。前不久政府公佈的2月份就業統計資料，國內失業人數達32萬8千人，失業率2.9%，全年預測是3至3.5%；雖說這是經濟景氣欠佳的反映，但也不能排除這與外勞局部排擠了國人的就業機會有關。過度依賴外勞，將間接對經濟成長產生不良影響：一是在外勞的競爭下，國內勞動工資不易上升，打擊工作意願；二是外勞的收入大部份都供匯出，在本地消費不多，有壓抑內需的效應。這兩者都對經濟成長構成不利的影響。正因為如此，開放外勞人數愈多，我國的每年經濟成長率就每下愈況。如今政府即將宣佈非法外勞特赦期限，換言之，只要每個滯留本地的非法外勞繳納300令吉罰款及3千500令吉費用，其中包括人頭稅、醫藥檢驗費、生物指紋身份證等，他們可以就地合法，將直接衝擊本地就業市場。更重要的是，對非法外勞就地合法的措施也可能成為影響經濟成長的因素：
首先，我國是小規模的經濟體，雖在經濟發展過程中，或許免不了需引進一些外勞，但在人數上仍須加以管制，且就地合法也應考慮其所可能引起的效果。即將來臨的年代是高科技的年代，且科技產品在貿易上的比重愈來愈高；可是，高科技產業的種類頗多，以大馬的經濟規模，根本不可能樣樣都去推動發展，而須謹慎地篩選、抉擇，才有機會塑造我國經濟的新面貌。這當然需要有所規劃，且依此規劃來衡酌外勞的政策。企業留在本地的真意不是生產企業在國內不斷地擴充，主要應是生產企業不斷地更新；在此更新過程中，所需人力素質及其結構都會隨之而改變。
其次，非法外勞就地合法必然會增加國內業者的經濟負擔，為免於圖利少數之嫌，當局應開放雇主直接向政府相關單位申請，或協助將非法外勞轉變為合法外勞，而不應交由外勞中介公司介入。
再次，拖延經濟轉型的時機。廠商引進外勞的主要利益是繼續生產低工資產品，就正如往昔利用令吉貶值以維繫出口業績一樣，勉強利用舊設備也能出口，就忽略了更新設備的迫切性，乃至根本朝產業升級的方向努力；但除非不斷引進外勞，否則在競爭極其劇烈的全球市場中，早晚都會遭遇到被淘汰的命運。尤其步入1990年代之後，產業經濟開始面臨著必須轉型的壓力；現在如不能及時完全升級的任務，在步入21世紀的第二個10年，我國與其他新興工業國家相競爭的能力就要面對考驗了。
在上述情形下，如將非法外勞就地合法常規化，就要儘量避免它所可能引起的副作用，並且擬定長遠的外勞政策。（星洲日報／社論）

（布城6日訊）政府已決定從7月1日至18日，為保守估計高達200萬人的非法移民展開一項稱為“6P”（登記、漂白、特赦、監督、執法和驅逐）的特赦或漂白行動，以讓符合條件的非法外勞成為合法外勞。
期限結束後大檢舉
內政部長特別事務官拿督盧永平向《星洲日報》指出，在漂白期結束後，當局就會展開一項全國大檢舉行動，以逮捕國內的非法外勞和聘用非法外勞的僱主。
盧永平指出，在這項漂白行動下，符合條件者，如已獲得僱主或廠商聘用、持有通行或工作文件和無犯罪記錄者的非法民皆可參與漂白行動和申請成為合法外勞，至於那些身無任何通行或工作文件、或有犯罪記錄的非法移民則一律被拒絕參與漂白行動。
他說，那些不能或不想參與漂白行動的非法移民被規定必須自費購買船票或飛機票，內政部將會在記錄他們的資料和收集生物指紋資料後，讓他們離開大馬。
鼓勵不想參與者回國
“這樣做的目的是鼓勵那些無法或不想參與漂白行動的非法移民返回各自國家，這樣政府就不需要花一分一毫來遣送他們回國。”
他指出，以副首相丹斯里慕尤丁為首的外國人與非法外勞內閣特別委員會將於本週四召開會議，預料慕尤丁屆時將會針對這項非法移民漂白行動公佈更多詳情。
他也促請那些有需要的僱主，好好把握這次的漂白行動，儘快為他們的非法外勞申請漂白，因為在1959年移民局法令下，僱用非法外勞者，將面對罰款和坐牢，以及被鞭打最多6下的嚴峻刑罰。

“未來我們可以進一步提昇到瞳孔資料，但現階段我們需要建立一套可以與區域和海外國家分享的基礎系統和資料。我們還沒有討論到建立DNA資料的建議。”

Muhyiddin: Don’t politicise efforts by companies to help Bumiputeras
KUALA LUMPUR: All development projects drawn up by government-linked companies (GLCs) aimed at assisting the Bumiputeras should not be politicised, said Tan Sri Muhyiddin Yassin.
The Deputy Prime Minister said Thursday that only those who did not understand the meaning of business and the benefits derived from growth would take such a stand whereas successful businessmen adopted an opposite stand.
He said that if the planning and expansion of a particular company was made according to procedure and obtained approval from the relevant authorities, such efforts should be supported in the interest of the company and those depending on it.
"For me, I believe we should not politicise it because such a major exercise will benefit the rakyat and the shareholders and, according to the composition as stated by MSM Malaysia Holdings Berhad, a major section (of the equity) is owned by Bumiputera.
"To me, this is a very good corporate exercise where certainly the benefits (from the plan) will be felt by a large number of shareholders," he said at a media conference after launching the prospectus of MSM Malaysia Holdings Berhad, a subsidiary of Felda Global Group in conjunction with the listing of the largest sugar producing and supplying company on the main board of the Bursa Malaysia Sekuriti Berhad on June 28.
Also present were Deputy Minister in the Prime Minister's Department Datuk Ahmad Maslan, Felda Global Group chief executive officer Datuk Sabri Ahmad and Felda Director-General Datuk Dzulkifli Abdul Wahab.
He said this when asked whether MSM and the government were prepared to face criticisms from the opposition regarding Felda and GLCs.
Muhyiddin said such things should not be politicised because Felda had expanded worldwide and the move to list the company linked to it on the Stock Exchange was appropriate and would further strengthen its role internationally.
According to MSM, the benefits from the listing would be enjoyed by about 220,000 members of Koperasi Permodalan Felda Berhad at the end of each year.
Meanwhile in his speech earlier, the Deputy Prime Minister said the MSM listing also marked another milestone in efforts by the government to refocus on the facilitator role of the State as part of the government desire to let the private sector take the lead.
Muhyiddin said this would not only create the platform for the investing public to share in the successes of these companies but also imposed market discipline on the newly listed entities.
He said the strategic divestment by the state owned enterprise formed an important element of the government's new economic model agenda that would reinvigorate private investment.
"Access to capital markets will allow MSM to compete internationally and help Malaysia's global footprint in the sugar business space," he said.

（檳城1日訊）五條路麗澤三校最近提出有意向教育部申辦國民型中學，在當地引起很多迴響和討論。五條路和週邊地區的人口以華裔佔多數，由於區內沒有任何國民型中學，導致許多家長必須為孩子的教育忙碌奔波，把孩子送到較遠的國民型中學就讀。在當地擁有一間國民型中學，向來是居民們的心願。
五條路居民協會主席林鋒安週三接受《光明日報》訪問時說，這裡的居民約3萬人，雖然華文小學有數間，但卻沒有任何國民型中學，當地很多父母只好將孩子送到較遠的國民型中學去，讓孩子繼續接受華文教育。
“他們必須每天抽時間載送孩子上學，如果是坐學巴上學，就需提早起床做準備。”
他說，如果這裡能擁有一間國民型中學，這些父母就不必為孩子的教育奔波忙碌，而且也不必擔心孩子的安全。
位於五條路附近的華小有6間，除了麗澤三校外，還有潁川、明德、三民小學。距離五條路最近的國民型中學為恆毅中學，距離約4.5公里不算很遠，但市區的交通擁擠，這4.5公里往往需要半個小時才能抵達。
其實，要在市區興建國民型中學的建議非首次提出。早在國陣執政時就已經有人提出，不過此建議最後都不了了之。

他說，麗澤提出這建議是想讓這“球”開始轉動，這樣就或許有機會。如果能夠成功申辦中學，該校隨時都能夠騰出校舍作為中學的用途。
