Louisiana, June 21 (Reuters) - BP Plc estimates that a worst-case scenario rate for the Gulf of Mexico oil spill could be about 100,000 barrels of oil per day, according to an internal company document released Sunday by a senior U.S. congressional Democrat.
Its estimate of up to 100,000 barrels (4.2 million gallons/15.9 million liters) of oil per day is far higher than the current U.S. government estimate of up to 60,000 barrels (2.5 million gallons/9.5 million liters) gushing daily from the ruptured offshore well into the sea.
BP spokesman Toby Odone said the document appeared to be genuine but the estimate applied only to a situation in which a key piece of equipment called a blowout preventer is removed.
"Since there are no plans to remove the blowout preventer, the number is irrelevant," he said.
The British energy giant, still struggling to stop a leak that began on April 20 and is causing an economic and environmental disaster along the U.S. Gulf Coast, is planning to raise $50 billion to cover the cost of the largest oil spill in U.S. history, London's Sunday Times reported.
The oil spill is now in its 62nd day and has dealt a blow to fishing and tourism industries across four Gulf states, soiling coastlines that are a playground for tourists and vital habitat for wildlife.
The amount of oil spurting from the well has been a matter of considerable controversy in the past two months, with critics saying BP consistently understated the flow rate.
The internal BP document, which is undated, was released by U.S. Representative Ed Markey, chairman of a subcommittee of the House Energy and Commerce Committee.
The document appears to estimate the highest potential flow of oil if key components of the well fail. It does not indicate that the 100,000 barrels per day is BP's estimate of the actual amount gushing from the ruptured Gulf of Mexico well.
"Right from the beginning, BP was either lying or grossly incompetent," Markey told NBC's "Meet the Press."
"First they said it was only 1,000 barrels, then they said it was 5,000 barrels."
But BP's Odone said, "I don't think there's been any underestimating. We've always said we would deal with whatever volume of oil was being spilled and that's exactly what we're doing."

（槟城8日讯）由于遭受国内外的种种问题困扰，如1997年、1998年和近年的金融风暴袭击和影响，前马来西亚首相敦马哈迪认为，马来西亚的 2020年宏愿或许无法达至，除非国家更换发展策略！
他说，上述的国际问题已影响了大马成长，因为要达至2020年宏愿，大马必须连继30 年，每年都取得7%成长率。明显的，我国并无法保持这成长率。
他认为，如果我国更换策略，这或许可成功，但这必须进行深入探讨，采取何种政策以便使到国家取得显著成长。
他相信，仍有许多可取的方式，但我们必须绞尽脑汁的去想，直到找出使国家继续取得高成长之策。
他是周四在太子贸易中心接受第1电视台针对主题为“我们的第10大马计划”访问，并被主持人询及还有9年，就是国家2020年的宏愿目标期限，这是否可达至时，如是指出。
当主持询及敦马哈迪是否可有任何想法可提供参考时，他笑言，本身的确有许多想法，但今已不再是首相，如果人们愿意接受就接受吧！如果是过去那可是容易之件，一有想法就直接落实而已。
土著须纠正本身态度
尽管国家已迈入第10大马计划，然而针对土著议程仍然存在，询及为何会如此时，他表示，会出现这问题主要是因为土著本身态度和生活价值观问题，它必须获得纠正，而这也是可以改正，只要是获得严正看待。
“一旦发现任何人出售汽车开放进口准证（AP）和承包工程，那就取回向他们所出的执照。”只要获得严正看待，他相信这将培训出认真的土著企业家。而一些土著在跨国公司里出任首席执行员和高职就是最好的证明，但他坦诚人数却不多。
他相信，只要耐心等待加上这些人士的认真上进，他们将取得迅速成长。
敦马哈迪认为，就算那些拥有巫统治背景者也不应该轻易获得汽车开放进口准证。
他回忆过去曾要求禁止发出汽车开放进口准证（AP），这是因为他发现一些县署中的巫统工作人员每人每月都获得10张汽车开放进口准证，每张他们出售8000 令吉，换言之每月他们可从中获得8万令吉。
重检政联公司 是否乖离目标
敦马哈迪认为，我国有必要重新检讨，是否政府关联公司（GLC）已乖离了当初原有目的。
“我们必须明白，许多国民都对政府关联公司的表现感到不满。我们看起来，有如不时都抄袭新加坡。”他提醒说，新加坡的政府关联公司也面对亏损，新加坡也并非时常都获利。
他说，在未成立政府关联公司前，国库控股有限公司和国民投资有限公司的成立，主要为照顾土著股权。
“惟当给予土著股票时，土著却出售手中的股票牟利。”
马来人不善理财 获得金钱就挥霍
对于吉隆坡的新村发展，敦马哈迪认为其他种族也应获得参与发展。
“我们不能规定其他种族的参与发展是40%或是50%，但多少都必须获得他们的参与，因为这将成为一种吸引力。”
他说，如果没有其他种族的参与，马来人也不会前往，因为一般都认为马来人不善于经营。”
被询及尽管马来西亚已独立50年，然而前40名首富中，仍鲜少看到马来人，敦马哈迪认为，这是因为马来人仍无法控制他们挥霍的欲望。
他曾经被一名华裔告知，马来人只要获得金钱就挥霍，而且不善于理财，就算那些钱还未成为本身金钱也挥霍。

1. I first met Tun Omar Ong Yoke Lin when I was the President of the Kedah Anti-Tuberculosis Association. He was distributing Government funds for various charitable organisations. He was at that time a Minister in Tunku's Government. It was 1962. The little ceremony was held at his official residence.
2. Ong Yoke Lin was one of the leaders of the Kuala Lumpur branch of the MCA. Together with Tun H.S. Lee, he met Dato Yahya Abdul Razak the leader of UMNO Kuala Lumpur and they agreed that their parties would co-operate in the 1952 Kuala Lumpur Municipal Elections. They would not compete against each other but would support each other against the Independence of Malaya Party of Dato Onn, the Labour Party and a few Indian independents.
3. The UMNO/MCA co-operation in the Municipal Elections was a resounding success. It was this which led the Tunku to set up the Alliance Party, consisting of UMNO and MCA for the whole country. Later it was joined by the MIC for the 1955 elections.
4. Tun Omar went on to serve in the Tunku's Cabinet and later became Ambassador to Washington. There I met him again when I was Malaysia's delegate to the UN General Assembly in 1965.
5. Tun Omar is a humble person and mix easily with the young leaders of the Alliance. He embraced Islam and then married Toh Puan Aishah Ong, by whom he had two boys and a girl.
6. He retired gracefully from politics and went back into business where he did very well. Often I would meet him and his two sons at the National Mosque for Friday prayers.
7. Tun Omar was a fine man. He was always proper and polite. He never had a bad word for anyone. He and Toh Puan Aishah truly made a fine couple.
8. The country has lost a good leader and a true Malaysian. He was one of those architects of our country, one who made possible the close co-operation between MCA and UMNO, between Chinese and Malays. He contributed much to the principles under which the Alliance was formed.
9. I will always miss his greetings at the mosque on Friday. I and Hasmah will miss him.
10. My condolences to Toh Puan Aishah and to all Tun Omar's children and grandchildren.
11. May he rest in peace. May Allah bless him. Innalillahi'wainnaillahirraji'un.

Former premier Abdullah Ahmad Badawi has dismissed his predecessor Dr Mahathir Mohamad's allegations that he had 'given away' two large oil rich areas to Brunei. In a statement late this afternoon, Abdullah said the resources in the 'Block L and M' oil-rich areas in the South China Sea referred to by Mahathir were now shared by Malaysia and Brunei under a territorial and commercial deal inked on March 16 last year. Although Block L and M were now the sovereign rights of Brunei, Malaysia will be allowed to participate in joint efforts to develop oil and gas resources there for 40 years. According to Abdullah, the deal was meant to resolve protracted land and maritime boundaries.
KUALA LUMPUR, April 30 — Tun Abdullah Ahmad Badawi denied today that he signed away oil rights to Brunei after a scathing attack from his predecessor Tun Dr Mahathir Mohamad.
The former prime minister issued a statement today denying Dr Mahathir’s accusation that he had given up RM320 billion in potential oil earnings in return for Brunei dropping its claim over Limbang in Sarawak.
Dr Mahathir had claimed Abdullah had given away Malaysia’s claim to oil offshore of Limbang following a trip to Bandar Seri Begawan in the waning days of his administration last year.
Abdullah said today that the areas known as Block L and Block M would be jointly developed by the two countries for a period of 40 years.
“The financial and operational modalities for giving effect to this arrangement will be further discussed by the two sides. This means that in so far as the oil and gas resources are concerned, the agreement is not a loss for Malaysia,” said Abdullah in his statement.
The country’s fifth prime minister clarified that his visit to Brunei which was made three weeks before his departure was aimed at solving a long standing border dispute “without any disadvantage for Malaysia.”
The visit resulted in an agreement between the two countries to establish a permanent land and sea boundary.
“This agreement serves to settle certain overlapping claims which existed in the past which included the area of the concession blocks known before as Block L and Block M. Sovereign rights to the resources in this area now belongs to Brunei.
“However, for this area the agreement includes a commercial arrangement under which Malaysia will be allowed to participate, on a commercial basis, to jointly develop the oil and gas resources in this area for a period of 40 years,” said Abdullah.
He added that he signed the agreement to solve a border dispute with Brunei with prior approval from the Cabinet.
“In my capacity as the Prime Minister of Malaysia, I signed the Exchange of Letters with the Sultan of Brunei after the Malaysian Cabinet approved the deal on 11 February 2009,” said Abdullah.
Earlier today both former prime minister Tun Dr Mahathir Mohamad and the DAP’s Lim Kit Siang demanded an explanation from Abdullah after news reports emerged last week suggesting Malaysia had signed away its oil rights.
Murphy Oil, which had entered a production-sharing contract with national oil company Petronas, for Block L and Block M offshore of Limbang, announced last week that it was ceasing operations because “it was no longer part of Malaysia.”
“Abdullah Badawi negotiated with the Sultan (of Brunei) to get back Limbang in Sarawak. In return he agreed to surrender the two blocks to Brunei. No Petronas representatives were present, only foreign office staff and the foreign affairs adviser to the PM,” Dr Mahathir had said in a posting on his blog yesterday.

自 19世纪中叶两次鸦片战争以来，中西方之间的关系就一直模糊不清，甚至自相矛盾。鸦片战争引发了中国人的复杂情绪，既有反帝国主义的民族主义情怀，也有厌憎本国落后、盲目崇拜西方的心理。20世纪早期，随着清王朝的垮台，一些中国文人认为中国因军事、经济和文化方面的疲弱而成了外国列强蚕食鲸吞的对象。对此，他们提出的解决方法却是：只有“全盘西化”才能救中国，摈弃儒学等传统观念，接受西方的体制和价值观──也就是所谓的“德先生”（民主）和“赛先生” （科学）。
2006 年，卡萝琳·斯瓦兹(Caroline Swartz)受雇成为北京一家中资公关公司的项目经理。她在那儿干了一年，但大部分时间没有任何具体工作任务，只需要安静地坐在会议室里列席会议就行了。
她常常根本不知道会议内容是什么、甚至不知道客户是什么人，就被叫去开会。开完会以后，又会被告知回到自己的座位上。
现在在纽约上学的斯瓦兹说：“我被摆在那里，很显眼，但没有任何职责。”
她说，自己之所以什么都不用做就能拿工资，只在于她是白人。那家公司的客户有中国的也有外国的，她这个白人的出现可以让公司显得更国际化一些。
这样的商业策略或许不能算“政治正确”，却反映出中西方之间的新态势：西方人，尤其是白种人，目前在中国的一些工作机会是因为某些中国公司想利用他们来彰显一种高级别、高层次的形象。

不过，我认为这样的态度在中国年轻一代中已经有所转变，尤其是在大城市。
二三十年前，西方人可以去专门为他们服务的酒店、餐馆和百货商店，并以名为“外汇券”的特殊货币付款。现在，在餐馆和商场出手阔绰、享用香槟、名牌服装和豪华汽车的往往是中国人。
但是，即便在北京和上海，与西方人共事或交往的中国人在服务人员那里遭到冷遇也并不鲜见。一些餐馆会把好位置留给西方人，并优先为他们提供服务。我的一位朋友嫁了个欧洲人，住在北京一幢公寓楼里，她忘记带门卡时会被保安盘诘，而保安却从未要求她先生出示门卡。事实上，我这位朋友才是业主。
一些中国人甚至利用这种崇洋心理。
中国一家跨国制造企业的高管（中国籍，持美国绿卡）就有一套“白人战略”：当他去小城市谈生意时，一定会带一位白人下属。
他说，如果有白人同行，当地人一定会给他们更好的待遇。同行的白人下属通常是工程师，开会时无需张口发言。但由于他的在场，无形之中办事就顺利多了，至少气氛会更友好一些。
即便是这个“白人战略”也有个小缺陷：地方上的人第一次与他们见面时，一开始总是以为那位白人是老板，这位高管是翻译。但这名高管说，只要生意能成，他就不介意。
对于一些被雇佣来实施“白人战略”的白人来说，这种情况下的感受并不好。斯瓦兹就觉得自己在公司里被人当成小孩子，甚至是动物园里供人参观的动物。但她当时非常需要这份工作来抚养自己出生不久的孩子。
直到公司里的一位经理偶然听到她说普通话之后，她才开始承担诸如负责客户关系等职责。斯瓦兹说，显然，他们雇她之前连简历都没看过。要知道，她在移居中国之前学习了八年的普通话。
不过她也认为，白人感受一下种族歧视是好事，因为世界上大多数人都会面临这一问题，而且那种“感觉不好受”。
我那位朋友的欧洲丈夫看待这一问题的角度有所不同。我问他对于保安对他的态度比对他妻子好有何看法，他说这没什么。他觉得保安应当像对他一样对待所有人，不过，除非中国人学会更尊敬农民工和穷人，否则这种情况不会改变。
我觉得他说的有一些道理。

自 19世纪中叶两次鸦片战争以来，中西方之间的关系就一直模糊不清，甚至自相矛盾。鸦片战争引发了中国人的复杂情绪，既有反帝国主义的民族主义情怀，也有厌憎本国落后、盲目崇拜西方的心理。20世纪早期，随着清王朝的垮台，一些中国文人认为中国因军事、经济和文化方面的疲弱而成了外国列强蚕食鲸吞的对象。对此，他们提出的解决方法却是：只有“全盘西化”才能救中国，摈弃儒学等传统观念，接受西方的体制和价值观──也就是所谓的“德先生”（民主）和“赛先生” （科学）。
2006 年，卡萝琳·斯瓦兹(Caroline Swartz)受雇成为北京一家中资公关公司的项目经理。她在那儿干了一年，但大部分时间没有任何具体工作任务，只需要安静地坐在会议室里列席会议就行了。
她常常根本不知道会议内容是什么、甚至不知道客户是什么人，就被叫去开会。开完会以后，又会被告知回到自己的座位上。
现在在纽约上学的斯瓦兹说：“我被摆在那里，很显眼，但没有任何职责。”
她说，自己之所以什么都不用做就能拿工资，只在于她是白人。那家公司的客户有中国的也有外国的，她这个白人的出现可以让公司显得更国际化一些。

2/7 Telekom Malaysia extends UniFi, its high-speed broadband service, from the current four locations to 18 new areas nationwide, beginning July.
Blogger:Telekom must set up a strong technical support team so that it will satisfy the needs of the customer. I have encountered some problems with TMNet streamyx service recently. My service was disrupted from Friday to Monday. I kept complaining to TMNet at that time but they simply cannot help. This is just weird because we are in the internet world and the service cannot be just cut off for few days. If this is so, how are we going to carry out our business activities thru the internet?

KUALA LUMPUR: Umno Youth chief Khairy Jamaluddin wants the Home Ministry to investigate Suara Perkasa, the newsletter of Malay rights group Perkasa, for inciting unrest.
The group, in the newsletter, has demanded that Deputy Education Minister Datuk Dr Wee Ka Siong be detained under the Internal Security Act (ISA).
"Asking for Ka Siong to be detained under the ISA is deliberately instigating (hatred) and the ministry should look into it," he said, adding that it was wrong to instigate with inflammatory articles.
Khairy told reporters at the Parliament lobby Thursday that while it was alright for Perkasa to fight for Malay rights, he did not agree with its methods.
On whether Perkasa leaders should be detained under the ISA instead, Khairy said he stood by his view that the the ISA be amended and hence, could not support the suggestion.
Suara Perkasa, to be launched Thursday, carries a front-page headline, "Tahan Ka Siong Bawah ISA" (Arrest Ka Siong under ISA), an online news portal reported.
The news portal, quoting Perkasa vice-president Dr Zubir Harun at a press conference, said the movement wanted the Government to arrest Dr Wee for allegedly saying Mara (scholarships) had to be reduced.
It was previously reported that Dr Wee had asked if the Mara scholarships would also be scrapped, as part of the Government's intention to do away with overseas scholarships offered by the Public Service Department (PSD).
Dr Wee has dismissed the allegation that he was questioning the special positions of the Malays.
Meanwhile, Dr Wee said he was not intimidated by Perkasa's call for him to resign or apologise.
"Why should I apologise? That is not the statement that I made. They make it an issue. I already explained it yet they play up the issue," he told reporters after chairing the MCA Youth wing's political bureau meeting at Wisma MCA here Thursday.
"The statement has been misinterpreted by certain quarters. They have their own agenda," he said.
He said MCA Youth stood firm on its call to the Government to continue giving PSD and Mara scholarships to deserving students.
"Our stand has never changed," he said.
